Description

Resolution approving the plans and specifications for the 1st Street Neighborhood Rehab, Phase IX.  Project # PW19-12.

Background/Discussion

The South 1st Street neighborhood bounded by Pierce Street on the north, Palmer Avenue on the south, 1st Street on the west and Franklin Avenue on the east consists of some of the original town subdivision within the city.

 

Records indicate that the infrastructure in this area dates back prior to the 1950’s and is in need of replacement.  Storm sewers are lacking or undersized, sanitary sewers are leaking and broken and the pavements are in poor condition.  Improvement projects will be phased over several years to replace and upgrade the aged infrastructure.

 

Phases I thru VII are complete and included portions of Knepper Street, Damon Street, Hill Street, Stutsman Street, Langstrom Street, Franklin Avenue, Platner Street, Carson Avenue, Grace Street, Kappell Avenue, Charles Street, Garden Street, Bloomer Street, Clinton Street, Voorhis Street, Stahl Avenue and Grace Street.

 

The Phase VIII project included portions of Stutsman Avenue, Voorhis Street and Platner Street.  It is substantially complete with the exception of seeding which will take place in the spring along with any remaining punch list items.

 

The next phase is scheduled for construction in 2018 and will include Iowa Avenue, Palmer Avenue, and Grove Street.

 

This project was included in the FY19 CIP with a budget of $1,000,000 in Sales Tax Funds.

Bid Letting May 10, 2018
Award May 21, 2018
Construction Start June 2018
Recommendation

Approval of this resolution.
