Background/Discussion
City staff met with various groups that have various interests in the vacant property registration program as property owners. These edits help address their concerns while remaining within the parameters of the program as requested by Council. Staff was unable to accommodate some of the requested changes that would go against the general intention of the ordinance as original contemplated by the Council. Staff advised that they take those concerns to council directly so that staff can address any further matters at the direction of the Council.
The requirement for authorizing the police as agents of the owners for general policing matters on the property was removed after staff determined it could create civil legal matter with respect to any squatters on the property who may have rights under Iowa law. |
