Resolution authorizing the Mayor to execute an agreement with Action Target, Inc. to design, construct, and install a 100-yard outdoor firearms range. |

| | | | | | | | Background/Discussion
- The Southwest Iowa Training Center (SWITC), including the existing three firearms ranges, was built in 2005. The facility has two 25-yard, 10-lane indoor firearms ranges and a 50-yard, 10- lane outdoor firearms range.
- All three firearms ranges and the control systems were designed, constructed, and installed by Action Target, Inc.
- Council Bluffs Police Training personnel, as well as Facilities personnel have been trained to operate, maintain, and repair the Action Target, Inc. control systems and range components.
- The Action Target, Inc. range and control systems have served the SWITC well for the last 15 years.
- The SWITC was originally designed with a 100-yard firearms range, but it was not included due to funding limitations. Due to an on-going partnership with Pottawattamie County there is an opportunity to add an outdoor 100-yard firearms range to the existing facilities.
- The addition of this range would fill a critical need and expand training law enforcement training opportunities for CPBD, Pottawattamie County, and the 35 other agencies that use the SWITC.
- Action Target, Inc. provided a proposal for a 100-yard firearms range at a cost of $1.162 million.
- Captain Milner also reached out to other agencies that had recently coordinated with Action Target, Inc. to build 100-yard firearms ranges of similar size and scope to ensure the proposal received by the City was in line with similar projects.
- As allowed by City Ordinance 1.32.070 and for continuity of operations, we are requesting a single source purchase from Action Target, Inc. for the cost of the project.
- If approved, the Police Department will work with Action Target and an architectural & engineering firm to coordinate the design, construction, and implementation of the 100-yard firearms range.
