Resolution authorizing the Mayor to execute an agreement with HGM Associates, Inc. for design and related services during the design, development, bidding, construction administration phases of the new 100-yard outdoor firearms range. |

| | | | | | | | Background/Discussion
- The Southwest Iowa Training Center (SWITC), including the existing three firearms ranges, was built in 2005. The facility has two 25-yard, 10-lane indoor firearms ranges and a 50-yard, 10-lane outdoor firearms range.
- The SWITC was originally designed with a 100-yard firearms range, but it was not included due to funding limitations. Due to an on-going partnership with Pottawattamie County there is an opportunity to add a 100-yard firearms range to the existing facilities.
- The addition of this range would fill a critical need and expand law enforcement training opportunities for CPBD, Pottawattamie County Sheriff’s Department, and the 35 other agencies that use the SWITC.
- On July 31, 2020, a Request for Proposals was issued for firms to provide professional design services and construction administration of a 100-yard outdoor firearms range.
- The City received two responses to the RFP from HGM Associates, Inc. and Farris Engineering/Pact Studios.
- An evaluation committee was formed and consisted of Ms. Kim Riebe, Chief Tim Carmody, Captain Scott Milner, and Mr. Rick Reichenberg.
- The committee ranked firms based on team qualifications, record and history of past experiences on similar projects, reference checks, and project approach and understanding.
- HGM Associates, Inc. was identified as the best team for the project.

Staff recommends authorizing the Mayor to execute an agreement with HGM Associates, Inc. for design and related services during the design, development, bidding, and construction administration phases; and to finalize the scope of services and total cost of the 100-yard outdoor firearms range project. |
