Description

Resolution approving and establishing protest procedures for bids and proposals of City projects.

Background/Discussion

  • The City of Council Bluffs does not currently have a formal procedure for bid and proposal protests
  • Most larger cities in the state of Iowa have a formal process for protests
  • The proposed process defines clear expectations for vendors for protesting both bid specifications before an award is made and protesting an award. 
Recommendation

Approval of this resolution.
