As one of the functions of the Council Bluffs Human Resources Department, they are responsible for the integrity and applicability of the City of Council Bluffs Personnel Policies as it relates to the overall operations of the workforce. In January of 2019, a Policy Review Committee was established to review and update the City’s Personnel Policies on a quarterly basis. The Policy Committee has a representative from each union, two members of the Human Resources Department, and the Director of Human Resources. In July of 2020, Chief of Staff Mardesen increased the Policy Review Committee meetings to a monthly format in order to address several policies issues and sought out a member of the legal team to be on the committee. We will continue the monthly meetings as we work toward a review all City policies.
The selection of the policies under review vary from identifying some type of discrepancy; lack of clarity; or varies reasons that have questioned the implementation of the policy. The overall goal is to clarify those that have an impact on our daily operations and become more consistent in the application.
The review process begins with the Policy Committee examining and discussing the policy and proposing changes to improve the effectiveness of the policies. The proposed changes are presented to Department Heads for discussion at their Monday Staff Meetings. Upon review of both groups and implementing approved changes, legal counsel is also asked to review any changes before presenting the final draft for council approval. At this time, the Policy Committee would like to present the Council Bluffs City Council with the following policies for approval.
* Policy 100: Introduction (No red line since there were no changes, just and updated date).
* Policy 101: Organization for Personnel Administration (No red line since there were no changes, just and updated date).
* Policy 203: Hiring or and Employment of Relatives
* Policy 204: Employment Status
